UPDATED: Brighton and Hove lLcensing Panel Considers Uber Relicensing In All Day Meeting.

An all-day meeting of the Brighton and Hove city council licensing committee has heard from taxi and Privat hire companies who want Uber’s Licence revoked because it is not “fit and proper.”

Customers speaking in support of the ride-hailing app praised its convenience and user-friendliness. Well they would, they don't care about safety or regulation....they just want cheap.

But opponents have cited a data breach and a lack of wheelchair-accessible vehicles as reasons to pull the licence, which was first granted in November 2015. Also to be mentioned is the fact that Uber allows 13,000 of its London drivers to carry on working, knowing they've had fake criminal record checks and many have had fake medicals. Uber rapes by drivers on passengers were up last year by 50% to over one a week.

Chairwoman Cllr Jacqui O’Quinn told the meeting that under current cross-boarder regulations, even if the council revokes the licence, Uber drivers licensed elsewhere will still be entitled to operate in the city.

After lunch Uber barrister Philip Kolvin said the company was not trying was not trying to “skirt round” the city’s regulations. Makes a change from their normal policy of "it's easier to seek forgiveness than permission". 

He said Uber had regionalised its business and prevented London-licensed drivers from operating in the city. But speaking to local drivers, his is far from the truth as TfL roundels can be spotted daily on many vehicles working the Uber app.

Uber have tried bribing their drivers, offering them up to £1,000 to switch from a London licence to a Brighton licence. 

The company said they could have 20 wheelchair accessible vehicles (WAV) by the time it has 100 drivers here. It currently has only has 62 with WAVs few and far between.

A decision will be announced on Wednesday.

Day one of Uber Brighton's public decision hears from those for and against a new licence being issued

Brighton and Hove city council members sat today for the first day of a public decision to whether or not issue Uber Brighton with a new operators licence. Council members last week announced that a public hearing will be undertaken this week with a final decision expected to be made on Wednesday. Today the council heard from taxi companies who oppose a new licence being granted on the grounds that Uber were considered to not be a "fit and proper" company by Transport for London following a number of serious concerns brought against the ride-hailing firm from Silicon Valley. Customers of the controversial app also spoke out in favour of a new licence being granted praising the apps convenience. A report in the Argus revealed today that none of the three councillors making the final decision on Uber Brighton's future have ever used the ride-sharing service. A major issue was raised by Chairwoman Cllr Jacqui O'Quinn, stating that even if Uber were not issued a new licence, drivers licensed elsewhere would still be able to pick up work in the city, but Uber's acting barrister Philip Kolvin squashed those concerns stating that Uber had regionalised its business and prevented London licensed drivers from operating their by using a Gio-fenced system. Tomorrow City Council members will sit for a second day of hearings.

Taxi driver hailed a Hero for saving the life of stroke victim

A taxi driver from Barrow, Lancashire, has been praised for his quick thinking in saving the life of a pensioner who was having a stroke in the middle of a road. Cabbie Brian White had just dropped a fare off when he noticed a man who had fallen over. Reacting fast, Mr White rushed to the mans aid, helping him into his taxi before taking him straight to Furness General Hospital. The pensioner, named as a Mr Leith was later diagnosed as having suffered a stroke and the only reason he was still alive was because of Mr White's fast thinking. The victims wife wrote to Mr White thanking him for saving her husbands life ho is now recovering well in hospital.

Cabbie stripped of licence for not securing wheelchair properly

A taxi driver in Coventry has been stripped of his licence after twice failing to secure a wheelchair passenger in correctly. The local licensing authority, Coventry City Council, withdrew the cabbies licence after findings showed the driver failed to use the restraining straps required to secure the wheelchair whilst in transit.
Full details of the two complaints were heard by the local Licensing and Regulatory Committee who took the bold decision to revoke the driver’s taxi licence.Members of the committee stressed that the cabbie tried to pass on responsibility to the disabled passenger, claiming that they had requested for the straps not to be used.
The decision to take away the drivers livelihood comes as a stern warning to other drivers to not make the same mistake.
Andrew Walster from Coventry City Council said:
“Members are unanimous that the Council wants to ensure that all taxis operating in our city are accessible to all members of the public and that they are carried in a safe and proper manner.“There are further enforcement operations planned in the future to ensure compliance by all our taxi operators.“It would be clear discrimination should taxi operators decline to take wheelchair users based upon their disability. If reports of any refusals are received then the driver leaves themselves open to a licence review.”
This decision has caused some concern not only in Coventry, but across the UK. Many cabbies do as requested by their paying customer whether they have a disability or not. If a customer chooses not to wear a safety belt it is ultimately their decision and not many drivers will get in the back to clip all uncooperative passengers in.
So like the grey area surrounding bilking right now, who is responsible for the actions of the customer? Can drivers lose their livelihoods for customers choosing to make their own choices?
If councils are trying to persuade taxi drivers to improve its wheelchair user coverage this strong and harsh action isn’t the answer. This will no doubt deter drivers away from jobs flagged as wheelchair users, especially on account, as the risk of a complaint could mean an end to your career.

Hong Kong's transport minister has blasted controversial ride-hailing app Uber for it's "big ego". US diplomats have been accused of lobbying for Uber behind closed doors as they attempt to set new rules within the industry to suit their business model. According to a report in the South China Morning Post, the US consulate in Hong Kong has "reached out" to the city's traditional taxi drivers as they look to ease tension between them and their app based "competitors". A recording which was obtained by the Post, revealed Secretary for Transport and Housing Frank Chan Fan telling stakeholders that Uber has "a big American ego" who thinks they are the boss and "rule setters". Uber is facing an uphill struggle to legalise their product (ride-sharing) which is currently illegal in Hong Kong. A number of protests have taken place by taxi drivers who oppose the illegal operations of Uber. Taxi drivers have even threatened to take more "drastic" action to defend their rights. Mr Fan met with Uber representatives and advised them to ditch their ride-sharing business and to start operating within the law. One of his suggestions is to link with taxi drivers and offer the technology for them to use and in return to take a small commission from each journey. Uber were considering offering a taxi service to run alongside their ride-sharing service, but Mr Fan has said it ,will only be considered if it is strictly "taxi's" only. Ride-sharing will not be tolerated. Taxi leaders have now said that unless Uber close down their ride-sharing business and start operating legally they will not even consider any offers that may be put on the table by the highly controversial Silicon Valley firm.
