Local Government Association highlights concerns on failure to update taxi legislation

via taxi-point https://ift.tt/2smIev3
Currently there are no national minimum standards for taxi operators and drivers. Additionally, if a driver has been banned or refused in a particular area, it is difficult for councils to be able to stop that person from gaining a licence somewhere else if the driver does not disclose their previous history. The Local Government Association has over a period of several years consistently called for a taxi licensing regime “fit for the 21st Century” that would update Britain’s outdated and unfit-for-purpose licensing laws for taxis. Some taxi laws date back to 1847 and the era of horse-drawn hackney carriages, and the current patchwork of outdated laws leaves councils with restricted powers to enforce taxi licensing requirements in their area.Alongside safeguarding worries, the LGA has concerns that a failure to update cab legislation:
Takes no account of the increase in app-based taxi services such as Hailo, Uber, and other companies, which has led to concern over how new models fit within the outdated framework and results in legal challenges which are costly and disruptive for councils, residents, and industry.Has opened the floodgates for drivers operating across licensing authority borders, with councils unable to take enforcement action against taxi drivers licensed by other local authorities, even if they are operating in their areas.Has undermined the level playing field between different parts of the cab industry and drivers licensed in different areas. In the absence of Government introducing new legislation or even guidance on minimum standards, the LGA has been working with its members to try to strengthen the system, including the development of a national register for sharing information about individuals found to be not fit and proper to hold a taxi licence.
The Local Government Association said:“Councils have been making the case for our outdated patchwork of taxi laws to be updated with a taxi regime fit for the 21st Century, and it’s now time for government to deliver this.“The current regime is not fit for purpose – some parts of the law pre-date the internal combustion engine, let alone apps and smartphones – and it’s long past time we had taxi licensing laws that reflect the everyday realities of this industry, and its vital role in our communities.”“We’ve seen numerous cases where drivers have abused the trust of their passengers, with even children becoming victims of sexual exploitation cases. In some cases, drivers banned in one area have simply gone to the other part of the country and got a licence under false pretences, without being honest about their history.“In other cases, drivers are getting a licence in one area, then working in another part of the country entirely.“We need to move towards taxi licensing that accounts for today’s challenges, with drivers licenced to national minimum standards and required to work in the area where they are licensed.“We would urge the Government to deliver a licensing framework fir for the age in which we live.”

New investor set to come on board at Uber as company offers shareholders another chance to sell up

via taxi-point https://ift.tt/2L6Uho1
Uber are once again offering some of it's employees who hold shares in the company the chance to turn their initial investments into cash. The ride-hailing giants are ready to launch another tender offer that will allow stock sales of around $500 million to change hands. According to a report in recode, a new investor will be stepping on board looking to purchase some of the shares. New investor, Hedge fund Coatue Management, will join already investors Altimeter Capital and TPG in purchasing stock which will be sold at a $62billion valuation, a share price of $40. Unlike Uber's last "tender offer" which saw Japanese giants SoftBank purchase a large stake in the ride-hailing firm, this time around the deal is focused on cashing out employees.
Current employees will have priority of sale over any investors who may wish to also part ways with any stock. Due to so many investors wanting to sell their shares during the last tender offer, many were left unable to sell the amount they had hoped, but this time around "Uber loyalists" who were some of the first to purchase shares in the company at its early stage will have the opportunity to make a nice profit. A deal seeing a huge hedge fund like Coatue onboard in exchange for lots of smaller investors will help clean up Uber's investor portfolio and make things easier to move forward with its IPO in 2019.

Think Your Online Account Details Are Safe ??? Well, Think Again!!!

A hacker who carried out attacks on a string of companies before selling customers’ data on the dark web has been jailed for more than 10 years.

Grant West, 26, carried out cyber-attacks on high street brands including Sainsbury’s, Asda, Uber, Argos and bookmakers Ladbrokes and Coral.

He obtained the email addresses of more than 160,000 people and sent them phishing scams masquerading as Just Eat to get their personal data.

West, who used the online identity “Courvoisier”, sold the information on the dark web, stashing his ill-gotten bitcoin profits in online caches.

He was sentenced to 10 years and eight months at Southwark crown court on Friday. The judge, Michael Gledhill, described West as “a one-man cybercrime wave” and said he had “secreted away” some of the £1.6m worth of cryptocurrency that is unaccounted for.

He said: “Regrettably, as this case has demonstrated, security of information held electronically is at best poor. When such inadequate security is confronted with a criminal of your skills and ambition it is totally unfit for purpose and worthless.

“This case should be a wake-up call to customers, companies and the computer industry to the very real threat of cybercrime.”

He added: “You have a deep and impressive knowledge of computers and if you had decided to use your abilities lawfully I have no doubt at all that you would have had a very successful career.

“Unfortunately you saw the potential of using your skills to make a great deal of money not lawfully but by crime, blatant crime and your crimes were highly sophisticated.”

West’s two-and-a-half-year scam came to an end in September last year when he was arrested in a first-class train carriage in the act of accessing the dark web. He had been returning from a trip to visit his girlfriend and co-defendant, Rachael Brooks, in north Wales.

West, who was living in a caravan park in Sheerness in Kent, used the stolen email addresses to send out messages posing as Just Eat with offers of cash rewards in exchange for customers filling out a survey.

Respondents were asked to confirm personal emails and supply extra details in order to obtain the reward, which were then harvested by West. The information, which included everything needed to make purchases online, was then advertised and sold to customers from his dark-web shop.

He built up huge caches of bitcoin and other cryptocurrency in online “wallets”. Police also found £25,000 in cash and a stash of cannabis when they raided his home last year.

The prosecution estimated that the total loss to customers and businesses was more than £1m.

A total of £84,000 was fraudulently taken from compromised accounts held at Barclays, costing the bank more than £300,000 to remedy. British Airways also suffered a £400,000 loss after Avios accounts were targeted.

Just Eat said no financial information was obtained in West’s fraud, but estimated the cost of combating the scam at more than £200,000.

Brooks, of Denbigh, north Wales, was previously given a community order after she admitted using the details of two of West’s victims to buy herself a bikini online.

West previously admitted a string of charges including conspiracy to defraud, unauthorised modification of computer material, possession and supply of cannabis, possessing criminal property and money laundering.

He has a number of previous convictions, including drug offences and other frauds.

Anna Mackenzie, defending, said West has been a cannabis user since the age of 14 and suffered from low self-esteem, lack of confidence, anxiety and depression.

“He has expressed remorse and shame and acknowledges his irresponsibility, selfishness, greed and hunger to succeed,” she said. “He wishes to offer apologies to the victims and businesses affected by his actions.”

The Hostility Explained : Hundreds Of Met Police Officers Moonlighting As Minicab Drivers

Almost one in five Met Police officers have secondary business interests, figures obtained by the Evening Standard show

Hundreds of London police officers are moonlighting as minicab and private-hire drivers, the Evening Standard can reveal.

More than 300 Metropolitan police officers have declared business  interests as drivers or chauffeurs, figures obtained under the Freedom of Information Act show.

In total, 5,395 serving Met police officers — almost one in five — declared business interests with the force.

Metropolitan Police Federation chairman Ken Marsh said many of the business interests were likely to relate to consultancy work or property. But he added: “Our job is a professional job and it clearly shows you we aren’t paid a professional salary. You have to ask the question, why does someone need a second job when they’re a police officer? It’s not right at all.”

Police officers declaring business interests included chief superintendents — one of the highest ranks.

But more than 70 per cent of officers with declared business interests were police constables, the lowest rank. A Police Federation spokeswoman added: “The sad reality is that some police officers are having to find additional means to make ends meet. Given the choice, officers would rather not take on a second job, but some unfortunately have no alternative.”

Scotland Yard allows officers to hold second jobs down

The Met police said in a statement that secondary employment or business interests are permitted “providing it is compatible with being a member of the police service”.

It added: “An officer/staff’s role in the Met will always be considered as a priority over any business interest.

“The police service, the regulations and procedures that govern external business interests recognise that there is a need to ensure that where officers/staff have secondary employment or business interests that these are compatible with their role and do not create any conflict of interest.”

The figures come after a warning that key workers including police officers were being priced out of London. Only eight per cent of homes in the capital can be afforded by an officer on an average salary of £44,824, according to research by website reallymoving.com.

One former Met officer, Claire Hearn, said she left the force after previously juggling her duties with a tea party business.

“It was never a problem,” she said. “But it’s not the sort of job you can do without giving 100 per cent. As the business grew, I realised the passion was with that really.

“It’s not something that the Met stop you doing — they decide whether it’s something suitable you can do alongside the police.”

Do Londoners Dream of Electric Cars?

via taxi-point https://ift.tt/2IZMFmR
There are 12,000 electric vehicles in London, that’s ten times as many as in 2012.
But the growth in the number of electric vehicles in the capital is outstripping the number of charge points and this could limit the number of people owning an electric vehicles, at a time when it is essential that Londoners move away from internal combustion engine vehicles.
60 per cent of Londoners do not have their own garage or driveway and would therefore need to rely on electric on-street charging.
The London Assembly Environment Committee publishes its report on electric vehicles today, which calls for a pan-London approach to electric charging points, spearheaded by the Mayor. The report found:
Encouraging Londoners without their own driveway or garage to get an electric vehicle is the biggest challenge for take-up, as concerns about charging points are deep-rooted. The spread, location and accessibility of electric charging points is more important than the number of charging points, so a strategic pan-London approach is needed. Car clubs are a golden opportunity to both reduce individual ownership and get more electric cars on the road, instead of petrol and diesel combustion engine vehicles.
The report recommends the Mayor should:
In the short-term for a limited period only, the Mayor should encourage all London boroughs to make parking for electric vehicles free or discounted, to drive take-up.Use his profile to spread the idea that charging need not be a barrier to owning an electric vehicle.Offer TfL capital funding to install electric charging points where private sector investment is not happening quickly enough.Set a target for the percentage of electric cars in London’s car clubs, to ensure car clubs see members sharing the cleanest vehicles.
Leonie Cooper AM, former Chair of the Environment Committee, said:“The time is ripe for London to take charge, if we want to future proof this city for an electric car revolution. The Mayor has a key role to play in spearheading the shift to electric vehicles, preferably not individually owned but shared via car clubs.“An electric vehicle is a great option for Londoners in the minority of cases when a journey can’t be done by public transport, walking or cycling. These cars are cleaner, quieter and much better for the environment. What puts people off though, is not knowing whether they will be able to find a charger.“We need to get the number and location of charging points right, as well as raise awareness of charging points in the capital. This infrastructure is essential if London is to continue the electric vehicles revolution.”

Uber fund Channel 4 program “Where to, Britain?” in bid for positive PR

via taxi-point https://ift.tt/2LD8J8s
Where to, Britain?, a brand new series launches on Channel 4’s on-demand service All 4 today funded by Uber. The six episode series takes a look inside the cars as some of Uber’s more trusted drivers pick-up and drop-off passengers across the UK. The program comes just in time for the high profile court case in London where it bids to win back it’s operators licence.
Narrated by Dawn French, viewers will “share the lives, laughs and candid confessions of passengers and drivers across the country, where everyone will find something they can relate to”.People can also expect cameos from Manchester United players Ashley Young, Juan Mata, Marcus Rashford and Axel Tuanzebe, as they go to and from football practice. Uber are partners of Manchester United and have invested heavily to have their name attached to the football club. Each five minute episode was filmed in a different UK city – Manchester, Bristol, Birmingham, Leeds, Newcastle, Glasgow. Notably its biggest market London was overlooked.
According to inews a spokesperson for the programme said: “Uber was involved in the process (creatively and financially), but Channel 4 had complete editorial control over the output, in line with Ofcom regulations. The shared ambition was to create compelling content, rather than advertising.”Stephanie Cunningham, a driver using Uber who stars in one of the episodes, said:“The best part about driving is meeting all the interesting, diverse people who represent all walks of life in Britain, so it was great fun letting cameras come along for the ride. I think a lot of people know what it’s like to be a rider on an Uber trip, but don’t know what it’s like to be behind the wheel. It’s really cool that this series highlights both for the first time.”This short form content series was produced by Gravity Road & Faithful Hound, and directed by Chris Faith for All 4.
