Local Government Association highlights concerns on failure to update taxi legislation

via taxi-point https://ift.tt/2smIev3
Currently there are no national minimum standards for taxi operators and drivers. Additionally, if a driver has been banned or refused in a particular area, it is difficult for councils to be able to stop that person from gaining a licence somewhere else if the driver does not disclose their previous history. The Local Government Association has over a period of several years consistently called for a taxi licensing regime “fit for the 21st Century” that would update Britain’s outdated and unfit-for-purpose licensing laws for taxis. Some taxi laws date back to 1847 and the era of horse-drawn hackney carriages, and the current patchwork of outdated laws leaves councils with restricted powers to enforce taxi licensing requirements in their area.Alongside safeguarding worries, the LGA has concerns that a failure to update cab legislation:
Takes no account of the increase in app-based taxi services such as Hailo, Uber, and other companies, which has led to concern over how new models fit within the outdated framework and results in legal challenges which are costly and disruptive for councils, residents, and industry.Has opened the floodgates for drivers operating across licensing authority borders, with councils unable to take enforcement action against taxi drivers licensed by other local authorities, even if they are operating in their areas.Has undermined the level playing field between different parts of the cab industry and drivers licensed in different areas. In the absence of Government introducing new legislation or even guidance on minimum standards, the LGA has been working with its members to try to strengthen the system, including the development of a national register for sharing information about individuals found to be not fit and proper to hold a taxi licence.
The Local Government Association said:“Councils have been making the case for our outdated patchwork of taxi laws to be updated with a taxi regime fit for the 21st Century, and it’s now time for government to deliver this.“The current regime is not fit for purpose – some parts of the law pre-date the internal combustion engine, let alone apps and smartphones – and it’s long past time we had taxi licensing laws that reflect the everyday realities of this industry, and its vital role in our communities.”“We’ve seen numerous cases where drivers have abused the trust of their passengers, with even children becoming victims of sexual exploitation cases. In some cases, drivers banned in one area have simply gone to the other part of the country and got a licence under false pretences, without being honest about their history.“In other cases, drivers are getting a licence in one area, then working in another part of the country entirely.“We need to move towards taxi licensing that accounts for today’s challenges, with drivers licenced to national minimum standards and required to work in the area where they are licensed.“We would urge the Government to deliver a licensing framework fir for the age in which we live.”

New investor set to come on board at Uber as company offers shareholders another chance to sell up

via taxi-point https://ift.tt/2L6Uho1
Uber are once again offering some of it's employees who hold shares in the company the chance to turn their initial investments into cash. The ride-hailing giants are ready to launch another tender offer that will allow stock sales of around $500 million to change hands. According to a report in recode, a new investor will be stepping on board looking to purchase some of the shares. New investor, Hedge fund Coatue Management, will join already investors Altimeter Capital and TPG in purchasing stock which will be sold at a $62billion valuation, a share price of $40. Unlike Uber's last "tender offer" which saw Japanese giants SoftBank purchase a large stake in the ride-hailing firm, this time around the deal is focused on cashing out employees.
Current employees will have priority of sale over any investors who may wish to also part ways with any stock. Due to so many investors wanting to sell their shares during the last tender offer, many were left unable to sell the amount they had hoped, but this time around "Uber loyalists" who were some of the first to purchase shares in the company at its early stage will have the opportunity to make a nice profit. A deal seeing a huge hedge fund like Coatue onboard in exchange for lots of smaller investors will help clean up Uber's investor portfolio and make things easier to move forward with its IPO in 2019.

Think Your Online Account Details Are Safe ??? Well, Think Again!!!

A hacker who carried out attacks on a string of companies before selling customers’ data on the dark web has been jailed for more than 10 years.

Grant West, 26, carried out cyber-attacks on high street brands including Sainsbury’s, Asda, Uber, Argos and bookmakers Ladbrokes and Coral.

He obtained the email addresses of more than 160,000 people and sent them phishing scams masquerading as Just Eat to get their personal data.

West, who used the online identity “Courvoisier”, sold the information on the dark web, stashing his ill-gotten bitcoin profits in online caches.

He was sentenced to 10 years and eight months at Southwark crown court on Friday. The judge, Michael Gledhill, described West as “a one-man cybercrime wave” and said he had “secreted away” some of the £1.6m worth of cryptocurrency that is unaccounted for.

He said: “Regrettably, as this case has demonstrated, security of information held electronically is at best poor. When such inadequate security is confronted with a criminal of your skills and ambition it is totally unfit for purpose and worthless.

“This case should be a wake-up call to customers, companies and the computer industry to the very real threat of cybercrime.”

He added: “You have a deep and impressive knowledge of computers and if you had decided to use your abilities lawfully I have no doubt at all that you would have had a very successful career.

“Unfortunately you saw the potential of using your skills to make a great deal of money not lawfully but by crime, blatant crime and your crimes were highly sophisticated.”

West’s two-and-a-half-year scam came to an end in September last year when he was arrested in a first-class train carriage in the act of accessing the dark web. He had been returning from a trip to visit his girlfriend and co-defendant, Rachael Brooks, in north Wales.

West, who was living in a caravan park in Sheerness in Kent, used the stolen email addresses to send out messages posing as Just Eat with offers of cash rewards in exchange for customers filling out a survey.

Respondents were asked to confirm personal emails and supply extra details in order to obtain the reward, which were then harvested by West. The information, which included everything needed to make purchases online, was then advertised and sold to customers from his dark-web shop.

He built up huge caches of bitcoin and other cryptocurrency in online “wallets”. Police also found £25,000 in cash and a stash of cannabis when they raided his home last year.

The prosecution estimated that the total loss to customers and businesses was more than £1m.

A total of £84,000 was fraudulently taken from compromised accounts held at Barclays, costing the bank more than £300,000 to remedy. British Airways also suffered a £400,000 loss after Avios accounts were targeted.

Just Eat said no financial information was obtained in West’s fraud, but estimated the cost of combating the scam at more than £200,000.

Brooks, of Denbigh, north Wales, was previously given a community order after she admitted using the details of two of West’s victims to buy herself a bikini online.

West previously admitted a string of charges including conspiracy to defraud, unauthorised modification of computer material, possession and supply of cannabis, possessing criminal property and money laundering.

He has a number of previous convictions, including drug offences and other frauds.

Anna Mackenzie, defending, said West has been a cannabis user since the age of 14 and suffered from low self-esteem, lack of confidence, anxiety and depression.

“He has expressed remorse and shame and acknowledges his irresponsibility, selfishness, greed and hunger to succeed,” she said. “He wishes to offer apologies to the victims and businesses affected by his actions.”

SPD discusses App regulation and criticises the taxi hailing apps for not applying conditions to prevent unsavories  from accessing the platform.

A call for Apps to declare their hand and commit to being ‘plying’ Apps.

Does this put Plying 4 Hire back on the map ? In our opinion it should never have gone away.

SPD asks, what movie and what track would you take with you to a deserted island ?
