Few things in life are more irritating than a motorist finding a legitimate place to park, after spending 20 minutes circumnavigating any given area. Then upon paying what could be the equivalent of the combined transfer fee of Cristiano Ronaldo and Lionel Messi for the aforementioned space, you find that you've received a parking fine, placed upon your windscreen due to the fact that you have committed the heinous crime of over-staying in the parking space for 90 seconds. It's infuriating....and also illegal.In 2014, Communities Secretary, Eric Pickles, announced changes as to how councils could enforce parking regulations. These changes became law in 2015, yet many motorists are blissfilully ignorant of these changes. This ignorance of those changes could be costing drivers hundreds of pounds, as some unscrupulous council parking operatives, continue to issue penalty charge notices, knowing full well that they are illegal......so what are these changes, or Pickles Law as its known.All drivers are entitled to a 10 minute "grace period", after their ticket or allocated parking time expires. This does not mean that you can park in any given space free of charge, what it does mean is that if you have paid for an hours parking in any given space, and you are running late, you no longer have to panic in getting back to your vehicle in time as you have a 10 minute leeway. Any ticket which has been issued within that 10 minute period is illegal and can be challenged. What drivers do need to be aware of is that this legislation applies only to council run parking facilities, whether it be a car-park or roadside parking. It does not apply to private parking areas, so always read the signage in the area.
Another feature of Pickles Law is that drivers can no longer be fined via CCTV or camera car on yellow lines. It is important to make a distinction between both yellow lines and the red lines in London. Whilst all yellow lined areas are local council controlled, red lines fall under the jurisdiction of Transport for London, and therefore CAN be enforced by CCTV.CCTV and camera cars can still be used to enforce what could be construed as dangerous areas of the road or where there are vehicular prohibitions, such as bus lanes or box junctions.An important aspect of the change in legislation is the fact that both residents and businesses can now ask for a review on parking facilities in a given area, which may include parking costs as well as where yellow lines may be sited. Parking adjudicators can also now hold councils to account over unclear, confusing or non-existant signage.Councils are now no longer able to profiteer from punitive or disproportionate parking fines, which had become a huge industry until the intervention of Eric Pickles.Amazingly, three years after passing through parliament, many are completely unaware of the legislative changes.Ultimately, always park legally, always pay for your space where required, but do not fall for the nonsense which is still perpetuated by some parking operatives. Always do your research if you receive a fine, always appeal, if necessary go to adjudication, but most importantly do not ignore any penalty notice which is issued.Remember you may not be above the law.....but neither are councils and their parking officials.

Aggressive Taxi bilker gets sentenced to 38 weeks in jail

A drunk passenger from Blackburn, who made away without paying a £40 fare and stealing a taxi drivers communication equipment has been jailed for 38 weeks. Vincent Cook was also arrested for damaging a car with a piece of wood and throwing a brick through a car window. Prosecutor Alex Mann said Mr Cook had entered a taxi at around 8.30pm with another man. Once arriving at their destination they said they didn't have the money to pay for the journey and began to get aggressive. Cook then grabbed the drivers communications equipment and both men ran off. Defending Mr Cook, Jonathan Taylor said Cook could not remember any of the criminal damage and believed that his drink must of been spiked with something. Cook also said the taxi driver driver had driven off with his friend after a dispute over the fare and once they returned, the drivers communication equipment fell out the car, which is when he grabbed it and ran off. According to a report in the Lancashire Telegraph, it was an the combination of offences which saw Cook sentenced to the 38 week jail time.

Hatfield & Welwyn Garden City cabbies strike as out of town minicabs undercut local services

Cab drivers went on strike yesterday in Hatfield & Welwyn Garden City in protesting against local private hire firms using out of area cabs to undercut their local services. Drivers taking part in the protest want the law changed to stop cross-border hirings.Unite the union said via Facebook that they should “Cap private hire numbers, and private hire bookings should start or finish in the area they are licensed for.”
The protest was also used to highlight other key issues in the area. The Welwyn Hatfield Drivers Union (WHDU) point towards the unfair dismissal of Mr Baber and also changes to the metered pricing structure as reason to express their concerns.
The WHDU said: “We did not want to take this route, but have been forced to do so due to the lack of cooperation by the management and the arrogance of Kenny Lang in particular.
“We want a friendly working environment and believe we are far from it. Until our demands are met we will be doing continuous strikes on different dates.”

Gareth Bacon, leader of the GLA Conservatives, has published a very interesting document entitled “The Cost of Khan”. It supplies a half-term report on the regime of Mayor Sadiq Khan and the negative impact he has had in certain areas (crime, planning, parking, housebuilding for example). In essence he suggests one of the key problems is financial mismanagement.Of particular interest to our readers will be his comments on the activities of TfL (Transport for London) and the budget for that organisation. It covers:
Cancellation of new tube trains for the Jubilee and Northern Lines that would have provided much needed extra capacity. That might have saved £600 million from the TfL budget but that’s desperately needed after Khan’s expensive promise to freeze public transport fares which cost at least £640 million in foregone revenue. Even that promise was only partly kept.
The pay of executive staff in TfL. The number who are paid more than £100,000 p.a. increased by 25% last year so there were 576 such employees. Is the Mayor really cutting the flab out of TfL budgets as he promised to do?
The “T-Charge” which was introduced last October and will cost Londoners £23 million a year despite the Mayor’s own Impact Assessment saying it will have only a negligible impact on pollution (and that has been borne out by real data since).
Nominee passes which you may not be aware of are highlighted. These allow TfL employees to nominate family members and anyone who resides in the same household to obtain free travel. Even flatmates qualify! There are 39,884 people who are nominees and the cost might be equivalent to £32 million in lost revenue per year.
Those and other reports show how the Mayor has been so wasteful of financial resources with the result that he is desperate to raise money from the T-Charge and the ULEZ charge which will impose major unnecessary costs on Londoners. In the personal view of this writer TfL continues to be a massive and very expensive bureaucracy which is unaccountable to the public. It formulates transport policy that will increase the bureaucracy and then does public consultations designed to get the right answers. TfL needs major reform but the Mayor does not seem to have it under control.

Uber look to circumvent unsafe areas by patenting controversial new technology

A controversial new technology, which by-passes perceived unsafe areas has had a patent applied for by Uber.
The "safe-routing" option has onvoked fear amongst some that it could result in negative feesback for the driver.
The patent was filed for in the U.S. back in January and updated on June 28th.
The software would allow users to opt for what may be considered a safe-route, utilising third-party data to facilitate its operation.
A by-product of this software could see fares rising in accordance with varying route-parameters, such as traffic or adverse weather conditions.
A similar applicatiin was used by microsoft in 2012, which caused major controversy, it became known as the "avoid ghetto app."
The type of vehicle used may also become a factor, depending on any given Iber vehicles attributes, such as age or performance.
