Gig economy drivers and riders at heightened risk of traffic collisions

The pressures that come with being a self-employed courier or taxi driver may significantly increase the risk of being involved in a collision, a new report by UCL finds.
The majority of those surveyed – 63 per cent – are not provided with safety training on managing risks on the road. Sixty-five per cent said that they are not given any safety equipment such as a high visibility vest and over 70 per cent resort to providing their own.Dr Nicola Christie and Heather Ward (UCL Centre for Transport Studies) carried out 48 qualitative in-depth interviews with drivers, riders and their managers, and analysed 200 responses to an online survey taken by drivers and riders. The participants included self-employed couriers who delivered parcels and food, and self-employed taxi drivers who received their jobs via apps.Over two in five (42 per cent) of drivers and riders reported that their vehicle had been damaged as a result of a collision while working, with a further one in ten reporting that someone had been injured. Eight per cent reported that they themselves had been injured, with two per cent saying someone else had been injured.“Our findings highlight that the emergence and rise in the popularity of gig work for couriers could lead to an increase in risk factors affecting the health and safety of people who work in the gig economy and other road users,” explained Ms Ward.“As more workers enter the economy and competition rises, the number of hours they need to work and distances they must travel to earn a stable income both increase. We know this is an issue but don’t know exactly how far it extends as not all companies need to report the number of self-employed couriers they use to the government.”The UCL report, ‘The emerging issues for management of occupational road risk in a changing economy: A survey of gig economy drivers, riders and their managers’, includes a list of recommendations for companies using self-employed couriers and taxi drivers to limit the pressure drivers and riders are under.These include introducing time blocks for couriers to sign up and be paid for, rather than a drop rate. If used, drop rates should take into account the time taken to travel safely within the speed limit and perform administrative functions such as scanning parcels and obtaining signatures.Mobile phones should not be allowed to cause a distraction, after the results showed that 40 per cent of those using an app found them to be off-putting whilst driving or riding. Most of the surveyed couriers on scooters, motor and pedal bikes reported receiving work through an app which played a noise at intervals to alert them to a job with a fixed time window in which to accept.Other risk points for drivers and riders include tiredness – particularly among parcel couriers – from overwork and the intense pressure of self-employed parcel delivery, with many reporting regular near misses and collisions.Participants say they are more likely to take risks such as speeding or going through red lights to save time. One said: “You must stay within your time windows. The customer gets a delivery window when the parcel will be delivered and if you go out of those windows, you get fined for it.”Professor Christie said: “In previous years the UK had a good road safety record, but de-regulation over the last few years has left self-employed couriers and taxi drivers at an increased risk of exploitation. The Health and Safety Executive has regulations on safety at work, but these don’t apply to those whose work takes place on public highways.“I hope to see the recommendations in this report taken on board by the Department for Transport and incorporated into health and safety regulations as the gig economy is set to continue to increase.”Road Safety Trust chief executive Sally Lines called for urgent action at the highest levels to reduce the risks identified in the report. “This report makes for very worrying reading and demonstrates that an enquiry into the gig economy and road safety is needed urgently,” she said.In general, couriers on two wheels felt under less pressure than car and van couriers, but are still at risk of tiredness, distraction by their work app and taking risks. Two-wheeled couriers also reported worries of being attacked and adverse weather conditions, when their companies would incentivise couriers to go out to work.Across both two and four-wheeled couriers, only 25 per cent agreed that the company cared about their safety whilst working.The research was funded by the Road Safety Trust, with support and fieldwork from Further Afield.

Bank Junction closes its doors to taxis once again as surrounding roadworks end

The controversial Bank Junction in the heart of London’s financial district is due to ban taxis and other traffic once more as roadworks in surrounding areas end.The 18 month traffic modelling “trial” banned all vehicles except for bikes and buses between 7am to 7pm Monday to Friday. £130 penalty charge notices were quickly issued for anyone skirting the exclusions from the junction.However, roadworks on surrounding main roads including Cannon Steeet, Gracechurch Street and King William Street has meant a recent reprieve for all motorists. Access was granted along Queen Victoria Street Eastbound to help ease gridlocked congestion.The City of London have announced that as of start of this week, Monday 19th August, the restrictions are back in place and no taxis are to cross the junction using Queen Victoria Street. From the outset the ban was supported by 150 firms in the City, but there has been long term condemnation by the taxi industry as well as some businesses in the area, which include The Ned Hotel.The restriction surrounding the junction was put in place after cyclist Ying Tao was killed by an HGV turning left in 2015. Between 2012 and 2016 there was 107 accidents which sadly included 2 fatalities.

Taxi driver beaten and hospitalised by two thugs during theft of his vehicle

Detectives are appealing for witnesses to two incidents which led to a taxi driver in Leicestershire being assaulted after being pulled out of his taxi which was then stolen.At 10pm last night (Saturday 18 August) a man was sitting in his parked car on Narborough Road near Celt Street when he was threatened by two men who took his mobile phone.Five minutes after that at 10.05pm a taxi driver on the corner of Hinckley Road and Cranmer Street was approached by two men offering him a mobile phone. When he refused to buy it they dragged him out of his taxi, assaulted him and drove off in his vehicle.The vehicle was later found abandoned after it had been driven into a bus stop on Hinckley Road. The taxi driver was taken to the Leicester Royal Infirmary where he is being treated for a head injury but his injuries are not thought to be life threatening.Detective Sergeant Luke Wilsher said; “These incidents happened in a busy area of Leicester at 10pm on a Saturday night so there would have been lots of people around as well as motorists. We’d really like to speak to anyone in the area at the time who might have CCTV footage, dashcam footage or anyone who witnessed what happened. Did you see either of the two incidents or did you see the vehicle crashing into the bus stop? Private Hire Driver jailed for stealing £13,000 from a vulnerable passenger

A private hire driver from Burton has been jailed for 14 months for stealing £13,000 from a vulnerable passenger who would regularly take journeys with him. Shakeel Abbas, 37, picked up his victim from hospital and dropped him off at his Uttoxeter home. The man was admitted to hospital after he had taken an overdose. Abbas would then become his victims regularly driver. During one trip the vulnerable man told Abbas that both his parents had died and left him a lot of money. After gaining his trust, Abbas would spend the next three months persuading his victim to borrow him various amounts of money totalling a staggering £13,000. The victim suffered from depression along with a number of other mental health difficulties after he lost both his parents. Prosecutor Nigel Stelling said:
"The defendant was the driver. It seems the man continued to use the defendant for his journeys thereafter.
"At one point, possibly on the first journey, he divulged his parents had died and he had inherited a substantial amount of money. The defendant took advantage of the situation and asked the man to lend him various amounts of money."Social services highlighted their concerns for the victim when he told them that he could not afford a cleaner. Abbas is said to of been suffering from a gambling addiction and lost the money in a casino. Stephen Hennessey, mitigating, said that Abbas is now registered on a national database and has signed documentation which subjects him to a lifetime ban in all casinos and gambling establishments in the U.K. Hennessey pressed for Abbas to be given a suspended sentence but Judge David Fletcher said that he must be met with an immediate jail sentence. Speaking directly to Abbas, Judge Fletcher said:
"This was a deeply unattractive offence of theft because it appears you deliberately utilised your status as a taxi driver and involved yourself with someone who was vulnerable.
"Over the period of about three months, in the knowledge he had lost his parents and been left their life savings, you systematically divested him of all that money. Not a brass farthing has been paid back to him."There is no doubt this was targeting of a victim. You abused your position as a taxi driver appallingly."
Abbas pleaded guilty to theft, reported the Derbyshire Live.

Emma Arbuthnot, the chief magistrate who presided over the Uber license appeal back in June is to step down from hearing further cases involving the private hire giant.It was revealed that her husband, Senior Tory Lord Arbuthnot, carried out work for a strategy firm which in turn had advised the Qatar Investment Authority, a major investor in Uber.As a result of this link being highlighted, Lady Arbuthnot has stepped away from hearing any future Uber related cases.It has been claimed by a spokesman that Lady Arbuthnot was unaware of any link between Uber and her husband and therefore herself according to the Observer investigation. Where this leaves the recent hearing over Uber's license in London is anybody's guess given impartially must be paramount in any judicial hearing.Whilst Lady Arbuthnot has acted both swiftly and decisively by taking the appropriate action required to remedy any perceived impartiality, there seems to be a common thread emerging, one which seems to continually highlight significant links between Uber and the Conservative party.June 2015 saw Rachel Whetstone, wife of Steven Hilton, David Cameron's former director of strategy, become Uber's Senior Vice-President of Policy and Communications. Ms Whetstone and her husband were close friends of the Camerons, in fact they were godparents to the former Conservative prime-minister's late son Ivan.
Rachel Whetstone's links to the Conservative party run deep, joining Conservative Central Office after graduating from university, she became an advisor to former Home Secretary Michael Howard.After leaving Conservative Central office to work in the private sector, she returned to become Political Secretary to Michael Howard when he became Tory leader in 2003.The Adam Smith Institute and the Institute For Economic Affairs, are both neo-liberal think tanks which promote economic liberalism and are highly regarded by the government. Philosophies such as free trade, privatisation, austerity and deregulation along with a laissez-faire approach to free trade are attributed to both of these institutes.A shared commonality between both of these particular institutes is that they have been highly critical of the highly regulated and highly qualified licensed London taxi industry as well as the taxi industry countrywide, promoting an almost complete deregulation of the industry. In tandem to this, they have been highly supportive of Uber as well as their business model, expounding the virtues of pushing prices down, that, whilst of benefit to customers price-wise, it potentially becomes crippling to not only those who operate on Uber's platform but also Uber's competition, thus destroying what was seen by many in both the taxi and private hire sector as a reasonably thriving and economically viable industry.One of the founders of both of these institutes was Antony Fisher, who was also the founder of many other libertarian think tanks.Interestingly Antony Fisher was Rachel Whetstone's grandfather. Linda Whetstone, Fishers daughter and Rachel’s mother has also been heavily involved with both the Adam Smith Institute and the Institite for Economic Affairs.The list goes on, former Chancellor of the Exchequor within David Cameron's Government, now Evening Standard editor, George Osborne's links to Black Rock, another Uber investor, are no secret.
We then have the Secretary of State for Transport, Chris Grayling, an individual who fully subscribes to the neo-liberal, free-market ethos. A man who inexplicably seems to be procrastinating in acting upon an All Party Parliamentary Report into the taxi and private hire industry, a report chock-full of goodies, which could help both the taxi and private hire industry survive and thrive as well as improve public safety.During an active hearing as to whether Uber's license would initially be renewed, a Conservative MP actively lobbied, via a leafleting campaign for TfL to renew Uber's licence, as well as Prime Minister Theresa May, entering into the fray, supporting Uber during last years Tory party conference.Whilst both the lobbying and Theresa May's defence of Uber could be seen as a Conservative Government "kicking against" a Labour run capital city, what cannot be ignored is that all roads regarding the systematic dismantling of both the taxi industry and the private hire sector, seem to be leading to the Conservative party. This dismantling could adversely effect more than 350,000 working individuals nationwide, from drivers to support staff.Whilst Emma Arbuthnot may not have been aware of the links between her husband and Uber, and to be fair there is no reason why she should have been aware, there were many from within the licensed London taxi industry highlighting possibility of links to Uber, via social network sites, when it was revealed that Emma Arbuthnot would be the judge presiding over Uber's licensing appeal. This in itself should have raised alarm bells and triggered an immediate investigation as to whether there was indeed a link.This, being the latest in a rather substantial line of actions or incidents which have involved individuals linked to the Conservative Party, it does beg the question as to whether the taxi industry can ever be treated fairly and equitably, or will they continue to be treated like a battered dog, awaiting the next boot to the ribs, with the eventual hope that the dogs heart gives out.
