Private Hire Driver refused licence renewal for using a screwdriver in a threatening manner

A private hire driver from Bolton has been refused the renewal of his licence after it came to light that he had previously received a police caution for possession of a knife blade/sharp object in a public place.
A witness who gave a statement to Bolton Council’s licensing and regulation committee, said that he was left feeling “afraid” when the driver threatened him with the sharp object.
The incident took place over four years ago in August 2014, but was never declared by the driver during any applications that he had submitted since. The sharp object was confirmed as being a screwdriver, and evidence given by the witness was considered “credible” by the licensing committee. The driver had claimed that he had the screwdriver in his hand during the altercation because he had just finished changing a bulb in his vehicle. Committee members said the driver seemed unaware of his “responsibilities” by failing to declare his convictions and withholding information. A committee member said: “Members of the public and, elderly, infirm and children or vulnerable adults entrust their personal safety and wellbeing to private hire drivers whenever they take a journey. “Passengers often travel alone and are vulnerable to inappropriate behaviour and dishonesty. “The committee’s primary duty is of concern for the safety and wellbeing of the public. There is therefore reasonable cause to refuse to renew the private hire driver’s licence.”
