Blast From The Past.... With TfL Run By Cowboys, The Nightmare Continues

   After six demos and two all party engagements, the signs still went up!


I remember, many years ago, the Metirpolitan Public Carriage Office, writing to every licensed Taxi driver saying "their must be no, 'no go areas' in London for Taxis". 
"You will be expected to go to any destination anywhere within a six mile radius (now extended to twelve) or within one hour in duration and their must be no exceptions". 

Now we have a Mayor, in charge of a Transport body (TfL), bent on the destruction of our 360 year old trade by creating 'no go areas' for London Taxis.

We've had 8 years of protest, demonstration, consultation after consultation, engagement and negotiation. Apart from the killer on the knowledge protests, which saw top TfL directors moved sideways, we've had little or no success. 

Last year, after six demonstrations and two bouts of negotiations, we lost access through the Bank Junction, financed by TfL just to speed up bus times. Once through the junction the busses hit chaos which negates any advantage made by the ban!!!
This is about to be followed by a complete ban from Tottenham Court Road, plus Oxford Street and Baker Street are still being negotiated.

Caught up in the middle of this attack on our trade, are the unfortunates, and they are the disabled and less mobile members of the public. Mayor Khan is trying to steal the freedom of the disabled, to shop wherever they like, in order to give way and make more room for the able bodied shoppers who he hopes will travel forwards and backwards on the Tubes new Elizabeth line. 

The most scandalous aspect of these plans being....there are two wheelchair users on the board of TfL who have said nothing in defence of the disabled's right of access and to shop on Oxford Street.

There is as always a hidden agenda and Khan obviously feels he can supply many extra passengers to the new line by making it as difficult as possible for taxis to get to popular destinations around central London. 


PROJECT HORIZON:
Taxi Leaks spoke of Project Horizon several years ago and TfL flatly denied it ever existed.

We predicted back then, that under this agenda, there would be Taxi no go areas, followed by Private Hire rest ranks where drivers could wait to be hired and PH WAVs rank spaces at mainline stations. 

Remember the Gold, Silver and Bronze PH ranking system? It's still there in the background as TfL never fully scrap an idea, they just shelve it till the time is right.

With Country Boy Rett Russell in charge of London's Ambulance service, it's only a matter of time before we see NHS Uber ranks at hospitals around Greater London...an going on TfL's present form, outside Greater London too. 

As Harry Wall said, "History is there to learn from".
Seems our trade has learned nothing

After years of negativity and deterioration, fighting the unfair and elitist United Trade Group, did we not all cheer when Val Shawcross announced the UTG would be scrapped and the gagging order known as the engagement policy would be assigned to the shredder. 

So what is plan B.
It seems the old United Trade Group is to be replaced by the new United Trade group, and the old gagging order known as the engagement policy, is to be replaced by a new gagging order called the new engagement policy. Again the right to exclude any group they see fit to exclude.

And the price for signing away the right to criticise TfL in print or on social media, is a seat at the old fold up table.

Towards the end of this year, the Taxi trade will be expected to purchase the new electric TX5, even though neither TfL, the GLA, the Mayor or our trade Orgs, have bothered to explore the health risks associated with the radiation given off from the bank of batteries inside the vehicle. 

Not only has TfL put us in the predicament of not being able to afford this vehicle by selling our work to a NonDomicile company that pays little to no tax, we now learn this week that the government is likely to scrap the subsidy they were going to give Taxis and private hire to go electric.

But tell me this Sadiq, will the new electric Taxis be allowed to use all these no go areas and eventually replace the dirty buses that are running round, 100% on diesel, as replacement batteries proved to be too expensive ?

And so it begins, as the charm offensive goes into uberdrive, we look at Uber's upcoming licensing appeal hearing and what it could mean for TfL.
Here is a brief timeline of events from the moment that Uber arrived in London.
July 2012:
Uber launched in London prior to the 2012 Olympics. Travis Kalanick proclaimed London as the "gold standard," a market that it had to crack or else give up any pretensions of re-imagining the taxi industry on a global basis
July 2013:
Uber launched UberX, a development that not only upended the licensed London taxi industry, but also private hire companies such as Addison Lee.
June 2014:
The licensed London taxi industry staged the first of a number of protests against both TfL and Uber in relation as to how Uber were afforded a licence, without necessarily meeting all of transport for London's licensing criteria. The initial protest backfired as downloads of the Uber app soared by 850%. Uber claimed the PR spoils against what Kalanick termed an “asshole named Taxi.”
December 2014:
The London Assembly concluded that Transport for London’s policing of the private hire industry is “not fit for purpose” and “woefully inadequate.”
May 2015:
Rachel Whetstone wass hired by Uber as its head of public policy and communications. Rachel Whetstone is also a close friend of the then Prime Minister David Cameron, she was also godmother to David Cameron's late son Ivan. She is also linked, via her family to both the Institute of Economic Affairs and the Adam Smith Institute both neo-liberal, free market endorsing "think tanks”, who are both highly sympathetic toward Uber.
July 2015:
The London Private Hire Car Association urged the European Union to investigate Uber’s tax dealings, as the company pushed a large proportion of its international payments through the Netherlands, meaning it paid no U.K. tax on the fees received through U.K. drivers. The Netherlands office operated a licensing deal with another offshore affiliate that protectwd almost all of its income from taxation.
November 2015:
Boris Johnson, the Mayor of London, bemoaned the fact that David Cameron’s government had obstructed him when he wanted to implent a licence cap on the private hire industry. Johnson also had complained that the increasing number of Uber drivers had led to traffic congestion, pollution and illegal parking throughout London. It is revealed by Boris Johnson that his efforts to regulate both Uber and the wider PHV industry were stifled by both David Cameron and Chancellor of the Exchequer, George Osborne as well as Daniel Korski, who was assigned by Cameron to make sure Boris Johnson didn't upset Uber.December 2015:
Ten Uber drivers take the company to an employment tribunal, alleging that they earn less than the minimum wage.
September 2016:
Sadiq Khan, the new London Mayor, elected in June 2016 proposed new rules for the private hire industry, which included a secondary driving test and an English language test. He also ordered Uber drivers to obtain hire and reward insurance. This was (and is) a large operating cost that many had been attempting to avoid or evade.
October 2016:
The High Court ruled in favour for the drivers in the employment tribunal case, saying they’re entitled to the minimum wage and statutory paid holiday. It poured derision on Uber’s claim that it was a technology company: “The notion that Uber in London is a mosaic of 30,000 small businesses linked by a common ‘platform’ is to our minds faintly ridiculous,” Judge Anthony Nelson wrote in the ruling.
June 2017 :
A crowd-funded lawsuit claimed that Uber should be collecting tax. Reuters estimated that Uber’s (approximately) 40,000 drivers in the U.K were generating in excess of £1 billion pounds per annum. This indicated that it may have been avoiding up to £40 million per annum in VAT. In that same month Travis Kalanick was forced to step down as CEO.
August 2017:
Dara Khosrowshahi is selected to become the new CEO of Uber. Khosroshahi was previpusly the CEO of travel website Expedia. He promised to ditch the "move fast and break things, dont ask permission ask for forgiveness" ethos that had dogged Uber under Travis Kalanicks tenure, and promised a more ethical approach to the industry.
September 2017:
TfL changed the way operator licences were costed, as a result of this Uber’s licence fee would rise to approximately £3 million. The number of private hire drivers in London had increased by 100% to 116,000 in the five years since Uber launched. TfL then stated that it wouldn't renew Uber’s licence when it expired at the end of the month, saying the company is not a “fit and proper” owner and accusing it of inadequate background checks, failing to report criminal incidents to the police and using its ‘Greyball’ software to stop regulators from policing it effectively. Uber subsequently appeed the ruling.
And here we are, May 2018, Uber have launched what can only be described as an incredible PR initiative, as well as an aggresive business initiative.
In recent weeks Uber have linked up with Virgin Trains from their West Coast Line out of Euston, they have linked up with charity Cancer Research UK, the advertising campaign has been relentless including a channel 4 on demand programme called Where to Britain, which is a 5 minute advertorial, finally The Evening Standard has agreed a £3 million deal with six major companies, one of whom is Uber, promising positive news and favourable coverage.
As D-Day approaches for Uber, Transport for London find themselves in a very interesting position.
If Uber's appeal is not successful, TFL not only stand to lose £3 million pounds or thereabouts in revenue from Uber, but they will also lose control of the drivers who are on the Uber platform in London.
All that will happen is that Uber will operate from a different licensing area and their drivers will exploit the lack of cross border hiring legislation, despite the fact that Uber have implemented their own cross-border hiring restriction, narrowing the UK down to several different areas.
If Uber are successful in their appel, then although it will cost them £3 million in licensing fees, they will be able to recruit new drivers ad-infinitum, as there is no legislation surrounding capping. As a result of this TFL will still only have relatively limited control.
The real Devil in the piece is Chris Grayling, the Secretary of State for Transport, who could if he so wished, bring in ban on cross-border hiring as well as allowing local authorities to cap private hire and taxi vehicle licences.
As yet Chris Grayling has failed to act, which leaves every local authority wide open, including Transport for London.
Ultimately, whether Uber win their appeal or not is almost an irrelevance, as they will still be able to carry on operating in London, albeit from a different licensing area.
As for the appeal itself, it is unlikely to be judged on Uber's previous misdeeds, but more likely judged on their current action and the action going forward.
Whatever the outcome, both the licensed taxi industry and the private hire industry, need to not only deal with the massive number of uber drivers not only in London but across the country. They also now need to find ways of being ahead of the curb technologically rather than playing catch up.
It seems the month of June could be an extremely interesting one for both the taxi and private hire industries.

Mayor launches new taskforce to expand electric vehicle infrastructure

The Mayor of London, Sadiq Khan, will today launch a new taskforce dedicated to boosting the infrastructure needed to increase the take-up of electric vehicles across the capital.He will also encourage the boroughs, Government and all those involved in the taskforce to work together and redouble efforts to install vital rapid charging points and help tackle London’s filthy air. Encouraging more Londoners to make the switch from diesel to electric cars is vital to tackling the city’s air pollution and realising the Mayor’s ambition of becoming a zero-emission city.London is already leading the way in this field, with the rollout of electric buses, electric taxis and the installation of 104 rapid charging points under Sadiq’s watch, more than half of which are for taxis and can charge a vehicle in just 30 minutes instead of the standard eight hours. London is a leader in this field, with more rapid charging points installed across the capital than many other global cities, including New York Stockholm and Madrid. However, this new rapid network has mostly been delivered on land or roads managed by TfL – a limited resource. The capital requires a major expansion in charging infrastructure to help businesses, taxi drivers and Londoners switch to electric, and the Mayor believes this must be delivered in partnership with the private sector.Today, the Mayor brings together representatives from business, energy, infrastructure, government and London boroughs at a special event to mark the launch of the taskforce, which comprises16 organisations including UK Power Networks, the British Retail Consortium and the RAC Foundation. The work of the taskforce will also be outlined, including technical workshops run by Transport for London over the summer and a shared Delivery Plan to be published next year.In addition to petrol stations, businesses and car parks, the participation of boroughs, who manage 95 per cent of London’s roads, is vital. Whilst boroughs have successfully installed thousands of residential charging points, more rapid charging points are urgently needed. Sadiq will today highlight the importance of them working with TfL, the Mayor’s Office and taskforce partners to help deliver vital electric vehicle infrastructure and install rapid charging points in urban areas to help businesses across London play their part in tackling poor air quality.Sadiq Khan, Mayor of London, said: “I’m delighted to launch a new Electric Vehicle Infrastructure Taskforce today, bringing together industry, businesses and the public sector to work together to deliver electric vehicle charging infrastructure in the capital. A £42 million fund is also already available to encourage the owners of the oldest, most-polluting diesel black cabs to retire them from the capital’s fleet. The owners of black cabs between 10 and 15 years old can apply for a grant of up to £5,000 in exchange for retiring their taxi, and cab drivers can also get up to £7,500 towards the purchase of a new vehicle.

Uber’s thirst for positive PR gathers further momentum as the controversial ride-hailing app announces partnership with the UK’s biggest charity Cancer Research UK.
The cancer charity will join the under pressure private hire firm and help with its uberGIVING initiative. This Saturday, people in cities across the UK can order a car, load it up with bags of unwanted items and send it off to be taken to Cancer Research UK’s network of 600 charity shops.
Cancer Research UK have in the past been very protective of its brand and core values when it comes to Corporate Partnerships. However, they have now let the much maligned minicab firm use its respected brand at a time when Uber are looking for much needed public support as they take to court in a bid to win back its London operators licence.
The taxi trade across the UK has in the past heavily supported Cancer Research UK at local level. The charity’s all night Shine event saw London drivers donate their time and ferry participants free of charge around the capital.

Uber apply for eighteen month licence in London

Just weeks before Uber begin their appeal against Transport for London's decision to not issue a new operators licence to the controversial ride hailing app, it's been confirmed on LBC that an eighteen month licence has been applied for in a bid to prove they are now a fit and proper company deserving of a licence.
According to a report on LBC, there are senior executives at TfL, and City Hall, who think it would be better if Uber win the appeal at Westminster Magistrates' Court.

And So It Begins....Visa Doubles Transaction Charges to 8%


£1bn assault on the High Street: Shopkeepers suffer as Visa hikes fees on card payments. Unfortunately, this will give the green light to increase transaction charges for Taxi drivers taking Card payments. 

It's estimated that shopkeepers will pay £1billion extra a year to payments giant Visa after it hiked fees.

The increase comes as the Taxi trade faced a boom in customers who want to pay by card.

But what many passengers don’t realise is that every transaction costs the driver, and Visa has been accused of cashing in, by hiking its fees.

Card sharks: Taxi have seen a massive increase in customers who pay by card for even the cheapest journeys meaning that drivers with company's that charge the extra 20p on top of the transaction percentage, pay even more in fees

Experts warned that some will see their bills more than double. 

Obviously it's not just Taxis who will be affected, payments consultant CMSPI said that increased card costs will hit Europe’s shops for £2billion.

In the UK alone, which has embraced contactless cards and chip and pin, the bill will be £1billion.

Visa Europe has doubled charges since 2015 from an average 4p per transaction to 8p, says CMSPI. 

Firm’s crippling £26,750 card bill 
Hardware store owner Vin Vara says his firm is struggling because of huge bills from credit card companies.
Vara, 58, employs 38 people at 11 Tool Shop stores in London and lost £20,400 in fees last year as shoppers paid by credit card. 

Some 60 per cent of customers pay by card and he expects the bill to rise to £26,750 this year.
He said: ‘People don’t understand the damage this can do. I’m scared for others on the High St about what’s going to happen to them.’
It used to keep just 1.5p of this as profit but now takes 5p after cutting costs, the consultant said.

CMSPI chief executive Brendan Doyle said: ‘This is incredibly disappointing. Visa, a multinational that consistently reports profit margins in excess of 50 per cent on multi-billion-dollar revenues, is piling cost after cost onto retailers and the latest change will be particularly hard on struggling small businesses.’ 

He added that CMSPI will complain to the European Commission about the hike.

Visa has become more aggressive since it was bought by its US sister firm for £15billion in 2016.

Until then, Visa Europe had been owned by banks, including Lloyds and Royal Bank of Scotland, and they made billions from its sale to namesake Visa Inc. 

The American company’s chief executive Charles Scharf plotted to hugely increase fees – in 2015, he said he hoped to ‘expand yields in Europe’.

MPs and business groups called for regulators to step in.

SNP MP Stewart Hosie, of the Treasury Select Committee, said: ‘It’s a scandal card issuers’ fees have increased massively. I would hope and expect card issuers would think again before they impose these costs.’

Meanwhile, High Street retailers face average hikes for UK card fees of 75 per cent, and other European card costs will come close to trebling with an increase of 189 per cent.

James Lowman of the Association of Convenience Stores said: ‘We encourage the Payment Systems Regulator to look closely at these fees to ensure fairness.’

Andrew Cregan, at the British Retail Consortium, also backed intervention by the regulator.

Visa said: ‘The figures quoted are misleading and over-inflated. Our pricing means we can invest in world-leading cybersecurity and consumer protection, in innovation such as contactless and mobile payments, and in providing a global network which enables billions to make purchases safely, securely and reliably.’

TAXI LEAKS EXTRA BIT :
In the past, we've seen many retailers refuse to take Amex because of the time it takes them to pay up. 
We could now see the same exclusion notices regarding payment with Visa cards.

The London Taxi trade haven't been granted the right to choose how they are paid as our largest org says "it was a done deal'....and it was the drivers who were done!

The trade were promised a increase in bums on seats and a massive publicity campaign from TfL.....it just never happen.
